Basically as the title describes (for season 12), vortex ranked players (either paid or achieved through Donor RU's get to unlock Vortex Ranked Pickaxes) otherwise you start off with a level 1 pickaxe (every 10 levels you unlock the new tier of pickaxe such as from thief to vortex pickaxes or something else entirely) and with each level (level 1-xx pickaxe, your fortune scales and so does efficiency and unbreaking) and it'll reward players who grind more with higher fortune/unb/eff levels and get an edge over other players who don't grind as much. This would fix the broken kit items that are in place right now and provide for a new meta of grinding rather than afking and change up how prison is currently.

Don't really get what you mean by this -- Generally higher fortune levels can only be received through higher Mining Levels which isn't an afk to level up kinda system. Its still focused on grinding so I don't necessarily get it -- Currently you can also upgrade your base fortune level through /masterminershop. Are you proposing to scrap that as well?
